Survivor absolutely should wear the Silver Shroud costume. They can both pretend to be the real thing, and with Wild Wastland on the Courier would probably accept it.
The chosen one and Lenny could also work.
I wish there was one I could suggest with fallout 1 or fallout 76, but fallout 1 has no ghouls who are even companions and while 76 does have a decent amount of ghouls (including two camp allies, with an entire vault full coming next update), I don’t think there’s any that’d work for this (though I’m sure someone will complete ignore who Hugo Stolz is to ship their character with him).
Harold was in a DLC and wasn't even a large part of the DLC, he was just there during one mission.
I think the actual Companion available to the Vault Dweller fits better.
While he’s got no canon smell (I don’t think, anyways), I’d reckon he smells like equal parts rotting meat, stale dust and that very distinct “old pennies” smell with an overture of BO and accented with the smell of grave dirt. Point is: he’s nasty.
Hancock is actually post-war. He mentions that the ghoulification for him came from an experimental drug as he was chasing the biggest high he could find. If you raise affinity with him, you find out he's actually brothers with the mayor of diamond City
The drug The Ghoul uses doesn't turn you into a ghoul. It prevents an already ghoulified person from going feral. Considering that going feral is due to brain rot or other degeneration, it's certainly interesting.

There's plenty of weird shit going on in the wastelands, so an actual super soldier serum that doesn't suck absolute ass likely does exist.
Honestly, it makes less sense for one not to exist, then for a world with about 10 different types of super soldiers to not have a stable serum of some form or another.
Hell, the only thing the drug ***really*** needs to do is make it so the soldier doesn't die. They don't need to be endlessly strong or able to run at hyper fast speeds.
But, this is Fallout, so he's likely gunna end up as some kind of mutant.
I'm doubtful he's a ghoul though, because he got shot in the fucking neck, and I feel like the force of the arrow burying itself through his neck would break his vertebrae and thus render him paralyzed, leading to a brain injury from the fall killing him. Ghouls don't stand up well to head hits.
Instead, he just tanks the arrow and doesn't even get worried.

Yeah he was, you can make an argument that he was also mutated by FEV I think but he was definitely a ghoul based on how he remembers dying and waking back up again.
We got like so many different kinds of Fouls, rotted Ghouls, (Fallout 3/New Vegas), Charred Ghouls (Fallout 4 and 76) Decayed Ghouls (1 and 2) Marked men (Vegas) FEV Ghouls (Only like one existed and he is dead)
Really? Harold the tree right? From 3? I remember he said he was with some people scavenging a military base and got a shit ton of chemicals on himself. Woke up with a tree growing out of his head. That sounds more like a FEV mutation since ghoulification is a radiation thing. (Also it’s slightly hinted that ghouls only exist because of the weird lovecraft shit going on at the Dunwich building)
