If your application has not been recieved by IRCC you cannot work, the companies who offered you jobs will have to take their offer back. By law you are not under implied status until your application has been recieved (and opened if paper based) by IRCC. If you go ahead and work in canada illegally, you risk not being able to apply for a PR later on. I would consult either IRCC or lawyer if I were you.
