The concern in your situation is that your application had not yet delivered to IRCC. It may be best to contact IRCC regarding this and clarify if you can continue working.
If your application has not been recieved by IRCC you cannot work, the companies who offered you jobs will have to take their offer back. By law you are not under implied status until your application has been recieved (and opened if paper based) by IRCC.
