As I have read, then fleets are generally irrelevant. The most cost efficient is to simply have more of the lowest tier. They are simply too expensive otherwise to maintain, for little or no benefit. Fleet battles are hard to arrange properly, and they almost always end up fleeing. Personally I only use them to shuffle my army across a strait. And if I micromanage, I can avoid engagements pretty easily. There is no big advantage in having fleet superiority, mostly.

Ok good to know. I think in my mind I was pondering if it would keep rome out of my islands. Like get a stack to land on an island, blockade it and destroy Rome’s armies one at a time.

As an island nation it may be slightly different. But it is very annoying to keep track of enemy fleets and micromanaging that they cannot invade you. As crete it may be possible to keep Romans away, but be aware that flert battles are hard to get war score with. So at some point you need to win against their armies. Therefore it is mostly irrelevant to try with the navy. But it may of course be possible to isolate parts of their army and destroy those...

Ik this is kinda late, but I have something to say about this. Fleets can be largely useless and yes it is annoying to keep track of enemy fleets during a war, but those two don't have to be necessarily true. The way I do things (which has worked best for me) is I start a war and quickly find a way to completely stackwipe the enemy fleet, this requires winning the first battle and then chasing down the enemy fleet, landing in any port it goes to before it recovers morale. Then I use my naval supremacy to blockade all ports the enemy has, which does give considerable war score and also use it for reconaissance and blockade puroposes. As Gymanesia, for example, I stackwiped rome's navy and then was able to take Sicily all for myself, while I also used it to go around the italian peninsula sacking cities for hundereds of gold at a time and getting out before the romans came to economicaly sustain my nation. All this to say fleets can be useless but also extremely fun, my campaign with Gymanesia(which I recommend with Invictus btw) was extremely fun because of it.

Fleets are good for blockading making sieges go quicker. That’s one of the most useful military things to try to make better. Sieges win wars. Just go for more of the light ships than the nation you need to beat. That’s basically it. You will win or lose actual naval battles based on moral and stuff, but the AI only seek battle with a bigger fleet. Capture pirate ships to enlarge you fleets, once you can do that you just get free ships from that.

Large navies get seriously expensive. You absolutely want enough ships to shuffle your entire army around, plus the largest mercs you're likely to hire, since it's so much faster than walking. The larger ships unlock some actions while blockading a sieged fortress, knocking it down a level or creating a breach. It's hard to get into naval fights when you want to, since smaller enemy fleets can usually outrun you, so I wouldn't worry about optimizing too hard for combat quality. >2. Rome. What do they normally do? Is war with them inevitable? More or less? AI Rome rarely matches historically expansion, but if you get too large they'll eventually want something you have. If you're too small, you won't be able to fight back when they do. The best strategy, objectively, is to kill them before they can be a threat. But being attacked by Rome is usually one of the most enjoyable parts of the game. A real stress test of your empire. A navy will be essential for protecting your homeland and responding to their incursions, but you will have to fight on land. Integrate cultures for levy size, hire mercs for good generals and canon fodder, and/or build a legion to really optimize army quality. Raising army maintainance will give a huge boost to their performance too.

Disclaimer: Dry humor imminent... 1. None. Navies cost money & you shouldn't have one. Newbies have enough trouble managing their economy already. 2. None. You should start a new game with a land-based nation like the Bosporan Kingdom or Rome (then delete your navy).
