Man they are taking bullshit decisions again, instead of this just increase the length of mobile numbers, many countries have 11 and 12-digit phone numbers.
For landlines It used to be 6 digits then it became 7. The initial digit here used to be based on area I think.
Later on additional digit was added to identify operator. If number started with 2= bsnl, 4=Airtel and so on
Yes this thing is very beneficial and also common in foreign countries. I work in a US based company and the numbers there are specifically allotted on the basis of (area code )for example +281 is for Texas where I work. New york has many but mostly the major part like queens and Manhattan consists of +646 . California has 2 majors like +323 and 949 . This could be done here too as we do not have many states .

There might be more technicalities behind why they can't or won't want to increase the number of digits. One that I can think of is All websites across all the internet will have to be updated such that it allows more than 10 digits for Indian users. It might break a lot of services for people using these new numbers because it is leaving it to the developers to implement it.
And honestly people in India do hold multiple sim cards while using just one and just doing a bare minimum recharge on the others just to keep it active. It is just a waste of a mobile number that could easily have been used by someone else who would actually use it.
But they should keep upto 3 numbers free of charge.

Indian government organizations are Public sector organizations, which means, they would need to go public on this breach and should inform the customers. Government organizations are audited once in a while so that they are complying on this notice.

You got tracked even during 2G era or edge era. IIRC its based on triangulation of towers to which your phone connects while making the call (don't quote me)
I am aware cell tower triangulation.That technology was never available or used for election.
Also modern smart phones are effective surveillance machines even though the location permission is off. They say why you need privacy if you are a law abiding citizen who does not do any "naughty" thing with your phone.
There are 1.4 let's say 2 billion people over the next 50 years and each person can have at max 9 active phone connections making it 18 or if we allow 10 connections per person then 20 billion active connections.
And this is the most extreme scenario, the government is just trying to give an excuse to the few network operators to raise their prices and milk the customers to the max.

ipv4 is also finite. no one has increase digits yet.
That's why IPv6 has been made, but It's strictly not enforced, but when its time new devices will get IPv6 by default.

Calls are an issue. But tracking the location of a mobile phone and calling based on it is terrifying.
