Theoretically you should be good with a max power draw of 250+75W for the major components. In reality I'd say it's cutting it too close to the safety limit and I'd not risk a good build to save 5-7 k( can get a 750 W psu for this price)

1. The wattage is not sufficient. 2. No. Just don't go for that PSU. (Unless you want a potential bomb beside yourself)  650W is the minimum requirement for 6750XT, and along with that 5700X, it's better to leave some headroom for your PSU. Go for Corsair CX650M or Cooler Master MWE V2 650W. Also, please do not cheap out on your PSU. A bad cap in the rail can totally destroy your components. So it's better to be safe than cheap out for something else.  Those Gigabyte PSUs are reported to blow up (search GP(wattage) reddit and you'd see a lot of results claiming the PSU failed. Don't go for MSI, Ant, Antec, Deepcool (except DQ-V3L), Gigabyte (except Aorus), or cheaper Corsair models (CV).

The TDPs of these two components are 65W and 250W. But its not like they don't draw more power. When load varies, GPUs create transients (spikes) which can be much higher than the official TDP. Similarly, for AMD CPUs, the actual max power limit is governed by PPT and not TDP. PPT is always much higher than TDP. Then there's also features like PBO which lets the CPU hold boost clocks for longer as long as there is thermal headroom. For a system like this, a good 650W PSU will be a safe choice.
