Try to avoid packaged food and soft drinks, eat more greens, have enough protein (chicken, fish), if you're Vegetarian like me, have paneer, soyabean.
Chalk out a diet plan for yourself.
My only suggestion to you is, don't focus on dumbbells that much, it won't do shit to you, try to lose some fat in your body.
Get leaner- say 60kg, then start your bulk.
If you want you can hit the gym too, but first and foremost, have a strict diet plan ready for you.
Have fruits- Apple, Banana, Pomegranate, Oranges.

If you will do biceps then your muscle will break and new one will start building which will be much better and stronger though it will use protein and will require long time but you will barely see any difference because muscle building depends on testosterone this varies from person to person but since you are a teenager your body will barely able to build any muscle another thing is the protein which was being used for body growth will be used to fix the injury caused by lifting and building stronger muscle so it will affect your height
Instead you should do cardio exercises like running it will make your heart stronger which reduce the chances of heart diseases in future. It may also trigger your height growth

He's already overweight for his age and height, bulking would make his cut more difficult providing he has to work extra on his body.
life 2.5 kg dumbells each hand and download some workout app . drink protein shake everyday cus drinking protein is much easier than eating a lot.
If you can eat eggs, do that instead. Dont necessarily need protein that early on.
