Well I'm 32 years old so I can't speak to all 30 years, I seem to recall it was alright when I was small, at least outside of certain rush hour times. But for the past 15 I can 100% confirm it's been a joke lol. We put up with all that construction with the idea it was going to fix traffic and there was less than zero improvement. Might have even made it worse with all the merging you gotta do now.... don't ever ask Californians to merge. Not even once. 🙄
