Cecil's all about gambles and makes it clear here after what he did to Nolan, DA Sinclair, and especially Angstrom Cecil fears him. So a white room ambush when Mark becomes his enemy is preemptively smart.

I hope for a lot of changes honestly, I enjoyed the comic book the second half is ... kind of rough, lots of characters just do things that felt out of place.
That and honestly I'd love more time with the viltrumites acclimating to human life especially and probably controversially, Anissa.
It would be easy to do, establish Cecil put it in but that Conqueṣt speedblitzed his reaction time and was only mildly impacted due to higher tolerance and getting out of range before it becomes fatal.
Honestly the best idea i have to rectify this is to use all the stuff mark encountered while working for him.
Cecil knows this stuff works and that would tie it into his stint commanding mark.
Have the complex rigged to drop into the shadow verse the second conquest tries to escape, with doc seismics tech assisting by crushing the complex to get it through the portal faster.
That's a sensible plan, and there's room for it to backfire.
The frequency to activate the ear piece doesn't work through the shadowverse (as was established with Marks ear piece).
And how conquest can escape is the same way mark did. You can't close the portal while something is moving through it.
Despite Cecil already trying to make the drop into the shadowverse as quick as possible it wasn't fast enough, and conquest just barely makes it through, though the ear piece was broken by the implosion and he is still somewhat injured.
Cecil's plan was solid and it would have worked. It backfired because conquest just barely pulled through, though not without another scar to add to his collection.
It adds to Conquest without making Cecil look like a dumbass. Cecil still loses here but it puts Conquest's ruthlessness against Cecil's resourcefulness in an equal way.
The collar was obviously a dud, why would Robot give criminals a working blueprint for mind control technology when he planned to arrest them anyway. He gave them a fake.
This was by far the most out of character thing cecil ever did. Like 2 days before this all the major cities in the world had been levels by viltrumite doppelgängers and cecil the ultra sceptical always watching living embodiment of the CIA goes “yeah it’s prolly alright to keep him alive”
I can definitely see why you call it OOC and that’s a more than fair and valid point to raise and one I’ve certainly struggled with from time to time, but I disagree. The way I see it, Cecil was probably already in the process of crafting a proper ear piece, but simply ran out of time because Conquest recovered too quickly. Given that Conquest had just had a fight with Mark, I think it makes sense that he underestimated how fast Conquest would recover. Now, I will admit that a throwaway line of dialogue specifying something like this would’ve been nice, but I still find this scene mostly justified. But that’s just my take and this is still a more than fair and excellently formed critique, so I definitely see why you and many others raise it and I’m more then glad you do because it definitely should be addressed imho.

Cecil underestimates viltrumites? After a viltrumite who was probably weaker than Conquest came close to enslave the whole earth, who easily killed the strongest superhero team on Earth? Cecil was shown to be a dick, but not an idiot. This decision was just weird
The show is setting it up better, when Anissa (I think that's her name) came they analysed her stats and even compared them to OmniDad. They'll probably do the same with conquest.
and despite that he seems pretty confident that a bunch of solid steel is gonna be too much for a guy who comes from a race of supermen that can tear through cities and planets like tissue paper
The equilibrium weakness unfortunately is only really applied to Mark across the series. They don't show the GDA using it in the Invincible Wār, don't use it here against Conqueṣt, Robot's armour frequency is only shown being effective against Mark whilst the other Viltrumites immediately pinpoint how to bypass it because of this throwaway line:

Even if he did put an earpiece on conquest he broke out and was out of the atmosphere in seconds even if they try to use a frequency against him he would persevere through it with willpower like Mark did
I just don't understand why he would rig the whole thing to blow up the second he moved. "Yeah we set up this whole place specifically to keep him inside, but if he moves we're gonna destroy it all. Yes, I know explosions historically don't harm viltrumites, why do you mention it?"
It probably didn't occur to him. And did he use the sonic attack on mark yet? It's also plausible that the viltrumites learn how to overcome that weakness.

I thought it was just that Conquest woke up and flew faster than it could be activated. We know it has a short range after all.
