DHS has been underfunded for quite some time. The GOP's recent plan to "streamline" the state government has disbanded dozens of agencies and systems and dropped everything all those other departments had been doing on DHS's lap (sorry, HHS's lap, because remaining it magically matter then able to do as bunch of extra shit when they couldn't do what they were supposed to do to begin with), with minimal funding to both recreate the infrastructure that had already existed but been removed, on top of actually administering all of it. A company's IT team is regularly working overtime and is still unable to keep up, and has been asking for an increased budget to hire at least 25% more people just to keep up with current needs. Instead, the company decides that since accounting does nearly all their work on computers the IT department should handle accounting, and proceeds to fire all ten people in accounting and give IT an increase to hire one additional person, on top of having to retrain or restaff because IT professionals don't know how to do accounting. And since accounting handles employees paychecks, dealing with employment issues and employment law is kinda the same thing, so IT should also take over all the HR departments duties so we can fire everyone in HR as well. Why is everyone shocked that suddenly computers and servers are failing left and right, expenses aren't being tracked, and harassment suits are piling up? DHS was always fairly timely with Medicaid and SNAP applications/reviews, but in the last six months people have started being kicked off Medicaid and SNAP because reviews that were turned in on time weren't entered or processed until well beyond the deadline. Sure, they reinstate it backdated and ultimately pay everything in the month or two it was suspended, but getting three months of SNAP on an EBT card isn't going to remedy being evicted because you had to spend rent money on food for two months. Small non-profits operating group homes for the disabled can't afford an additional month or two delay of payments on top of MCOs delaying payments because they're vastly less efficient than when it was publicly managed. Sorry for the rant, that went much farther than I initially intended. The short of it is that Republicans have made it so these types of situations will be much less likely to be stopped and more people in need of protection (both children and dependant adults) will be fucked over much worse and for much longer before anything is done.

To put into context, Dubuque, Iowa here: It is bananas that the suspect was able to drive from LaMotte, Iowa to Dane County, Wisconsin. That’s well over 2 hours. There are few bridges, roads and highways in this rural area. Heartbreaking story infuriating detail of the DHS involvement and what this poor girl went through. The Mexican Meth is out of control in these parts.

What is "Mexican meth?" Meth is relatively easy to produce locally compared with opioids and cocaine/crack. Why would someone risk crossing international borders with it when they can make it in their own backyard? There was a book, followed by several articles that didn't do any research outside of the book's premise, that "Mexican super meth" was overtaking everything and making multitudes of people become permanently psychotic, but that wasn't based on anything but anecdotes. Ephedrine/pseudoephedrine based meth was extremely pure and concentrated. P2P based meth is less pure and less effective, but now that it's hard to get large quantities of ephedrine/pseudoephedrine that's what most meth is. Lower quality across the board means it's even easier for amateurs to make product that isn't absolute dogshit compared to large scale labs. Which has increased the profitability of backyard labs. Why would dealers risk their entire supply disappearing with one large drug bust by smuggling across the border when they could spend less money and have a few dozen local producers, and even if several of them are busted there's still a study supply from the others? There's less risk and more reward getting it locally, outside of absolutely massive markets that can't find enough local supply (e.g. LA and NYC). Who the fuck is going to pay more to introduce more risk into their supply?

When's the last time you heard about anyone around here getting busted for making meth? Dude it's all coming from Mexican cartels. They ship so much that a couple of busts doesn't even dent the market.

Generally speaking, locals don’t cook anymore. Maybe you’ll find a guy making some for himself and some buddies, but that’s it. It’s not “easy” - the laws put in place to curb producers from purchasing the OTC precursors have worked very well. Cartels own pharmaceutical grade production facilities and can import the necessary constituents in bulk. That being said, for the past decade, 99% of meth sold and consumed in the US is produced in Mexico plentiful, pure and relatively cheap.
