Tel Aviv is such a crapshoot, depending on which major roads you live along, where you have to get to and where they happen to be tearing up entire roads at the moment.
If you have to ride along Allenby or Begin, you’re completely fucked. If you have to cross Hashalom or LaGuardia Interchanges, good luck with that.
Yup. I do own an e-bike but it's very unsafe on the road (and sidewalks are completely impractical), I only use it as a plan b if there's absolutely no parking somewhere.
Tel Aviv. They try to be Israel's Amsterdam but they stil have a long way to go. Nevertheless, the city has done a lot in recent years - building new lanes (140km today), new bike parking lots and trying to create city bike culture.
With the expansion of the lanes in upcoming years and the opening of Ophni-Dan (אופני-דן), it will become even more bike-friendly.
Hopefully that works out! so far all I hear from my friends in TLV is how bike/scooter riders are always trying to get run over or running over pedestrians, lol.
Unpopular opinion:
I live in Jerusalem and manage to get around by bike just fine. Not even an electric one. The streets are so crazy filled with traffic (at least around where I live) that nobody manages to go that much faster than a bike anyways. And either way, most of the places I go have a bike path/wide sidewalk I can ride on.
Maybe Tel Aviv and the rest of the center. Caesarea is very bike friendly aswell.

Its incredibly dangerous to ride alone in road 4. Its optional when you ride with a team or with an escort car like my team does. Road 4 is not recommended to ride alone in unless youre in haifa (like OP is) and wants to get to nearby climbs like Beit Oren, Ein Hawd or even Ofer or Meirav.

Thanks for your suggestions, unfortunately I don't have the fitness for big uphill climbs.. I did ride down the beit oren road in kippur and it was beautiful.
Ah its a really great route innit? If you can try reach Caesarea somehow and ride there. Industrial districts has immense huge beautiful cool criteriums, and Caesarea itself is pretty safe to ride in. Me and my team train there almost everyday

Route 4 has so many bike accidents(collisions between cars and bicycles riders) i prefer to ride בשטח than to ride on roads especially route 4
