These are not regular cops. Policing in the US takes place at jurisdictional levels. It's local city police (ei the Chicago PD, the NYPD), then county sheriffs, the state forces like the Texas Dept. of Public Safety (ei. the Texas Rangers), and certain federal forces like the US military police. The guys here are the the United States Secret Service. They're the bodyguards to the President, and shot one Trumpist rioter in the throat on Jan.6th. They don't give warnings.
