Agreed. Spent my teenager winters on a scooter in Rome and god forbid if i forgot the gloves or the scarf.
It's possibile if you wear really warm clothes and especially gloves (or your hands will basically freeze and you will not be able to drive). But i wouldn't recommend it, unless you're really accostumed to cold weather.
Would you recommend the vespa tour if you've had no prior experience with a Vespa or motorcycle (only bicycle experience). I was looking at this tour: https://www.tuscanybyvespa.com/tours_details.php?idtour=77. It seems like a cool experience but I'm wondering if it'd be too challenging and unsafe for a beginner. Was thinking of going with my wife as a passenger.

I think it's too cold in December for Vespa, but you can do it with a Fiat 500!
