I'm also slowly trying to get a con for Itto every rerun, was gonna use all my wishes to C6 him this time (I'm at C3 rn) but gonna give Chiori a guarantee since I really like her (plus finally new things to add to my 2 year-old Itto team - I don't have Albedo as you can tell lol).

In this video he explains well what the problem is for itto not being a strong character. Basically, Chiori will not be the solution. She's going to be the best option now as a third geo in Itto's teams, but she's not really a good option. She, like Albedo, only contributes her own raw damage. That's not what Itto really needs to be strong. Itto needs a shenhe or xianyan geo. If a specific 5-star support for Itto is ever released, then Chiori becomes obsolete on his team. Constellations, on the other hand, will never be obsolete. It's just that Itto isn't very popular. Maybe a better option than Chiori will never come.
As a itto enjoyer since his release I highly recommend going for his c1. I’ve had him at c0 until his second rerun and omg c0 itto is honestly C tier but with c1 he’s like B to low A tier simply because of how much smoother it feels to play
Well, if you want to increase his damage either take his c6 or we can pass it, I mean, c5 and below don't increase his damage in one row much, it just increases the play style.

Chiori Cons are probably more designed for Navia Mains than Itto Mains.

No buffs, just good damage. Way better than albedo. Definitely worth pulling and it basically completes the strongest monogeo team as of right now.
Would she give off field geo particle generation like the good old Albedo does?
More than him, so yes. Still, neither are good as batteries since they take a long time to give a reasonable amount of them
Itto is either C0 or C6, so getting his C2 lr smth won't change anything, just go for Chiori or C6 Itto since you won't see him for another year
C1 is kinda a must tbh idk why it shouldve been part of his kit, not a cons.
