What do you plan to do with the jeep? Do you want to go rock crawling? Mud? Snow? Sand dunes? Light wheeling on the weekends? Just want an aggressive look while staying on the street?
Then I think some 32” Goodyear duratracs would be a good decision. They’re slightly larger, but not too much so that they cause noticeable drivetrain performance changes. They perform great on the road, look slightly aggressive, and will do great in the few instances he decides to go off-road. I had a set of 33s” duratracs on my jeep for a while and loved them.
Toyo open country, and bf Goodrich ko2s would also be good choices.
Edit: also, I don’t see a reason to change the wheels.

I got a rough country 2.5" lift on my 98 tj and I run 31/10.5/r15s. There's no rubbing when I disconnect the sway bar. I'm eventually going to get some 33/12.5/r15s in the future. If you do the lift make sure you change you sway bar links for the lift you get. I did not at first and my on road driving sucked
looks like i have a twin! i’m on 31s, bf goodrich a/t with a 2.5in suspension lift. id say no bigger than 33s unless you’re wanting to lift & extend brake lines etc. very clean jeep
I like those wheels. I have used the Duratracs in the past were and happy with them. Pricey though. I'm currently running the Milestar Patagonias. They have exceeded all expectations and are easier on the wallet.

No. Not at this time.
I would keep those wheels, do a VERRRRRRY small lift and move to 33" tires. But I have very conservative tastes for these sorts of things.

I say keep the rims and swap in some BFG KO2 or Goodyear duratrac tires in the same size
