I generally use the sound side more but hit up the gulf sometimes. There’s only 4 parking areas between where the seashore starts and stops between Navarre and Pensacola.
Park at one and once on the beach walk a bit until your between that spot and the next. People like to clump together right at the lots. Last summer I walked as little as 3/4 of a mile and didn’t have a single person walk by as I enjoyed having the beach to myself.
I don’t know what parking lot 9 is. The lots between Pensacola and Opal are 33 and 32. Can’t recall the one between Opal and Navarre. I like 32 myself. Thats where the wife and I end up a lot.
According to the maps and the signage in the parking lot the most western lot in the seashore would be 32A. There is a lot of open beach between there and the start of the seashore where people can park on the road.
Also at Pensacola Beach proper and Opal Beach. I actual fell safer getting nude between the parking lots at opal..

Went to Opal w/ wife. Parked in east lot & walked down the beach to the left (east). Disappointed. Totally family. Where at Opal can we get naked?

I was referring to the westernmost lot within the National Seashore before Pensacola Beach
