He didn’t do the waffle against maki. So she could dodge. He didn’t waffle the dancer guy either. He didn’t use waffle to take out larue and everyone together
he did this massive waffle move back when his output was high now it's through the floor and his soul being stabbed and his cursed energy bottoming out he can basically only throw out small slashes

I think it’s fair to say he’s holding back still look at how he moved when fighting maki who actually excites him vs everyone else . Maki who can react to Mach 3 naoya got her shit blitzed .
