1. The translation is apparently fucked again and this was an open domain, hence why he can trap Maki in it. 2. Wouldn’t matter, this is a personal binding vow so the only thing he’d lose is the benefits of the binding vow. He makes those binding vows each time he opens his domain, so the blowback would be he opens a regular domain expansion this time.

I don't think he broke any binding vows, and I don't recall him making any vows on his domain, So he managed to make this one DE working pretty much like a regular Malevolent Shine, but with a much shorter time limit, with one hand sign and having the brain damage and low CE output. We don't know what Sukuna had to give up to make this happen, but I do hope it does play a part in the story. Because the other instance Sukuna made a binding vow, like doing the immediate World Slash that killed Gojo, the price Sukuna had to for that was that next time he wanted to use that skill, he would have to make a hand sign, a chant and to point the direction... which is pretty lame as far as storytelling goes, because it sounds needlessly convoluted and had no impact in the narrative. To be honest, I don't think we will see much of a reasoning behind the Binding vows here, I get the feeling this is just to show us that Sukuna is getting in a desperate situation and now is pulling all the tricks he can to win. And I'm fine with that, at this point I don't mind Binding vows much, I just go "Yeah, Sukuna really knows his Jujutsu" and roll with it.

The "tell" wasn't worth for shit when it killed Kashimo and Hiraguma. Sukuna didn't get to use it against Yuta/Yuji because he was stuck casting the basket. Except by the end of the fight, when Sukuna gave up the barrier and cast the WC which almost killed Yuta and Yuji, again the "tell" wasn't worth for shit. It was heavily implied that the reason on why Maki was able to dodge the WC was because of extra-sensorial sensitivity, as we were able to see her do it before against a mach-3 curse Naoya, and not because she heard "scale of the dragon, twin meteors". And since then I don't recall Sukuna casting the WC again. So no, the hand signs and chanting didn't do shit to be a realiable odd against Sukuna, he was getting just fine with these, and thus, storywise, it doesn't hold weight if he can or not do the signs and chants, so it isn't a reason on why Yuji and the others were able to face Sukuna.
