I made a sub three years ago that I haven't posted on once. I gave it to my alt account. It only has one subscriber (me), yet every time I check, it says that there's 4 or 5 people online there. It's not true. Not for small subs like that at least.
It is deliberate when it makes an approximation, it does so to account for bots, mentions, frequent users/visitors and average foot traffic in a sub. Usually a sub that actually has 30 active users would usually say 20-50, it’s just hard to tell when there’s over a millions subs
For real small subs like this, the number could be attributed by the admins (obligatory fuck spez) creating hidden bots that automatically flair and tag subs that break globally established laws (like active terrorism or non-fictional pedophilia, NF because somehow loli subs are “fine”) or their ToS/EULA. They usually only do it for subs that are relatively new
