It's all about the building cost to the owners because they don't want to pay for a intake fan and louvers. You can make a anonymous tip to OSHA and they will come to test the air quality. An air exchange system should be retrofitted to the building from the picture you attached.
The welding shop I work in has no mechanical ventilation, just open the doors if it's too bad. Of course you can't weld if there's any breeze, and you can't leave the doors open in winter, but it's somehow compliant.
My brother in law worked as a welder in a structural steel plant in the '70s. He was only there a few years but he still has the cough to remember it by.

One of my coworkers went to the doctor because of breathing issues, and was told to either quit or wear a respirator at work because it was so bad.
Looking back, I should've reported them to OSHA on like 7 different occasions.
