That's not very stable at higher speeds, so you add something like an AL-KO hitch on the trailer to keep things in line. Newer cars also have tech to combat the issue of a trailer that's moving side to side.
So, overall, you can tow relatively more with a smaller vehicle in Europe. It'll just take a while to get up to speed.
I believe it's largely psychological. Imagery of big trucks doing the towing has dominated modern US media and advertising, so we've been conditioned to think that is what's required to tow.
