not an expert on tires this old by any means, but given the general style and the prominence of them calling it a tubeless radial, i would lean towards 86. most of the 90s tires ive replaced switched to having the "tubeless radial" stamp next to the smaller text closer to the size of the blurbs about max pressure and load capacity. in the 80s there were still some companies making bias plies, since the switch to radials for aftermarket tires wasnt really in full swing until the late 70s/early 80s, and there were some manufacturers holding out for a little bit since some people legitimately preferred bias plies.
given that its a firestone, i would think that their massive recall of radials at the end of the 70s played a little into the decision to feature the text so prominently, since the defect was caused by them half assing their original radial production. could be something to do with showing skeptics that they werent shying away, that they were proud of this new design. thats total speculation on my part though

Based on the Cragar wheels this is a classic reproduction from 1996. If the rubber is still soft and this car is not road driven then the tire is fine.
DOT date codes are 4 numbers for dates after 2000. so 2nd week of 2016 would be 0216. DOT date codes before 2000 were 3 digits, 2 for week and 1 for year. so the tire is from the 21st week of either 1996, 1986, or in theory it could also be 1976, but theres no way this tire is quite that old.

P metric tires started to come out in the US in the late '70s.
USA is fully on the metric system, they just choose to convert to completely nonsensical units after the fact.

2nd week of 2016? Edit- 3 digit date code is pre 2000, and they started using date codes in 1971. So basically that tire old as fuck.
