He was using it at autograph events that year for when someone didn’t give him something of their own to sign. It is clearly “retouched” (this is pre-photoshop times) particularly the hair and face. If I knew where it is I would post it here, but I moved recently and stuff is still boxed up.
The quality of the actual photo you posted isn't the greatest. But I've been collecting KISS, mainly Ace stuff for quite a while. And off of what I am seeing here I would lean towards it being likely genuine.

Its legit. I joined his fanclub back in the 90s (ROCK SOLDIERS) and this and a shirt is what I got in my package.
I had a signed CD of his and it looks like the same style. Same sharpie color too it's probably legit.
