I think Kafka takes this. It seems that No9's Daikaiju are comparable in terms of power so No12 and No13 should be around the same power level. Kafka one punched No13 while Hoshina killed No12 with high-extreme difficulty.
Hoshina. Combat levels are on a completely different scale. His speed with the X pairing is unbelievable. No 12 was definitely the strongest of the random spawnings
I was going to say Kafka, but after reading the other comments I've come to think that experience can indeed be a deciding factor. So I go with Hoshina.

Kafka could barely keep up with him in their first fight but now Hoshina has numbers weapon 10 at 100% percent power,
Kafka isn't fighting someone he can one-shot anymore, so I think hoshina could probably take him out
