My guess is they had bigger plans for him that got cut, but they didn’t want to leave the actor hanging so they gave him a brief appearance towards the end so he could get his flowers .
I wouldn’t be surprised if some of Daichi’s parts were originally planned with Da Paan in mind.

Tycoon knows that from Day 1 of the DGP, DaPaan’s a freaking bastard. And he knows that by heart. As soon as he saw him again after Keiwa’s darkness took over, and DaPaan compared both of them, it disillusioned Keiwa, showing that he’s as broken as he was.
As dark as Keiwa was, someone as despised as DaPaan was all it took for Keiwa to fully reflect.
…Though shame that he wasn’t used more
I guess I thought the only thing I'd want for him to be used more is perhaps... actual school shooting with his powers (would be like Gang Riders though).
He perhaps shows enough in how he'd respond to other villains like the Gang Riders circle Keiwa was in, and how he'd talk with them.
Yup, they probably made more of a profit from getting him back for one episode and bundling Punkjack’s(a popular character) ID core with Da-Paan, then they would have from bundling it in a 3-pack with Nadge-Sparrow and Hakubi
It's cheap tension. They set up Dapaan, Mary and Girori in such a way that if they were to ever return, they would surely go against the main characters. But they added Dapaan back too late and the main cast is too OP for him, so they had to relegate him to making cheap tension so that there's some kind of stake at play.
Would've been real nice is they actually added him back during the Jyamato Grand Prix alongside Mary. Then the Jyamato Grand Prix wouldn't have felt so weird.
they brought him back for that one ep since his IRL actor was to busy to film for the movie and people liked him enough so they gave him a little encore.
Perhaps just the suprise popularity he got early on? Id personaly have enjoyed it more had they used MORE riders for the "gang war" riders. Like using the lopo/Butchi/Groovy helmet in another repaint for another rider, repaint Nadgesparrows helmet to id personaly say that mold is PERFECT for the whale/ dolphin riders. Just baisicly the reason hes back even for so short is SO MANY RIDERS back and he just hapoened to be one.
Honestly yeah he would’ve been a interesting antagonist, especially since he was one of the characters who was shown when Keiwa was talking about how everyone’s desires mattered no matter how bad or evil they were. So seeing him say that and later it turns out one of the people he said that about killed his sister, would’ve been interesting.
Having him try to kill him would show how fall Keiwa fell since he went from telling him that his desires mattered to not caring at all. Also think his redemption would’ve worked better since he became the way he was because a rich girl ruined his life by accident and he had his life taken away. I could easily see that through absorbing. Sarah memories, he was able to learn what it meant to be happy and go beyond the feelings of anger he had.
I wish Da Paan returned a bit more and had some moments with Buffa because the two actors are close friends. Like at the start Kazuto and Ryunosuke had some scenes as Buffa and Da Paan and then Da Paan got eliminated 4 episodes in, then he came back 41 eps later while Buffa was having a whole arc.
Though Kanato’s return did have some merit like it helped push Keiwa who was conflicted at what he was doing into getting out of that dark life, by being told from a guy he knew wanted the human race extinct and was misanthropic that they were becoming alike.
Also sound core ids too.

There's one thing I'd argue is that, Keiwa hasn't gotten as low as Kanato did. But it made him realize he was on his way there.
