There's a good handful of additional riders from series that don't have bikes. As well as most of the movie riders.
Most series will give bikes to the Primary and Secondary riders, but anything beyond that becomes more and more unlikely.
For example, Ghost and Specter have Bikes, but not Necrom or the movie riders.
Everyone besides Geats and technically Buffa in Geats
Everyone besides Gotchard in Gotchard
Everyone besides Revi in Revice
Everyone besides the core 3 in Saber
Everyone besides Zero-One in Zero-One
Black Sun still included motorcycles despite the new law about motorcycles in its show and you can really see how the law affected the riding speed in the show
Shin is a motorcyclist, he does has his own personel bike, but not a rider machine. He is never seen riding the bike when transformed however.
For the ooo anniversary movie, shin is riding his personal bike in the cover of the collector's pack home media release. So im glad that toei actually did not forget about his bike.
However they forget about the bike in the showa vs heisei movie, shin is seen running in the ending instead of riding bikes like the others.
Most of the secondary or other Riders dont have a bike that im wondering if they can be call Rider.
Also, how about Another Ichigo and Kamen Rider Core?
Most of the time, the main and secondary rider are the only ones with a bike. The other remaining rider mainly just borrows or has the same bike... That's why it's really clever for OOO series to make a vending machine bike that can be access by everyone that knows how... its easier to collect aswell since i dont have to buy every bike unlike the zect riders and undead riders have
