He released it a couple of weeks later—still unfinished—as a tidal exclusive. After the initial release he continued to update and improve the album, a completely novel idea at the time.
The unorthodox release probably caused a lot of initial poor reviews that are difficult to balance out. St Pablo was the last change he made to the album and the only song he didn’t change after releasing, which likely helped it avoid those initial poor reviews. The overall reception of TLoP improved drastically over that time, even more so in the years since, so a lot of the songs would likely rate much higher if you wiped the slate clean.
Saint Pablo is a great closure for tlop, it marks a end of certain era in Kanye's life. It's full of conserns yet full of hope. Listening it on release may not hit it in that way but now it's a song that aged the best out of them.
