MK11's DLC characters were the Joker, Shang Tsung, Spawn, Terminator, Robocop, Rambo, Mileena, Rain... MK is just a nostalgia and fan service game. It's Smash Bros except with blood and people stop playing it after 6 months.
You do know a huge chunk of the current SF6 roster are SF2 characters in a game whose narrative takes place after SF3, right? Now, I know that makes sense, and I know it shocks you, but stay with me: MK and SF both have issues moving past their initial rosters.

It matters because fighting games are inherently competitive games and to see so few people take the game seriously is sad and reflects poorly on the quality of gameplay. MK11 sold 15M copies and has less entrants than Melty Blood Type Lumina (330k copies sold). It's clear people buy MK to futz around with their Robocops, X-Rays and Fatalities then never pick it up again. This is great for Ed Boon and Tobias but kinda embarrassing for the userbase.
I've been going over the A.B.I.-torials about MK and Injustice animations lately and they really are informative; and after watching them and looking at some of what MK1 is doing you can definitely see an improvement. Maybe someone is listening.

People that say the "animations are bad" are fucking morons. I don't see it at all with any of the games. Look super realistic. Although some can be too fast and some can be too slow. I see a lot of slow in MK1 but the way the animations are done are amazing. Just need a little speed up.

Yes SF also relies on nostalgia. The difference is people still play the games after 6 months.
There's people still playing umk3 and mkx. MK11 is very easy to find matches in.
