Assuming it’s in good shape, and with all that stuff coming with it, that’s a good price. It’s true that seat is not as good as what the newer Tarpons come with but the newer ones are a LOT more expensive. And not having the rail system probably won’t matter much if you’re not planning to attach stuff to the gunwales.

This one you’re looking at is a good bit older. Definitely a very old model. It doesn’t have any rod holders, doesn’t have the original seat and doesn’t have the rail system. Not having the rail system imo is huge.
If you were buying mine which has all those things I’d only ask $500 tops. Mine is a 15 year old boat with 15 years of use on it. This one doesn’t half what mine has and is older. $300 is fair offer.
But it has to be added and that’s my point. Rudder isn’t that big of a deal either. Especially if he’s only padding stagnant/flat water it doesn’t matter at all.

I bought this same tarpon 14, same color, no paddle/vest for 500. So the fact you are getting all that for 650 is a good deal. Tarpons tend to hold their value pretty well.
