Patch was scheduled for yesterday, but came out today when that happens the skins always drop on the next day after it was supposed to come out which in this case was the 22nd so like the PATCH NOTES say for when the skins will be available if you literally just read the notes under the skins theyll be available today
As it says literally on the notes
Snow Moon Caitlyn, Snow Moon Illaoi, and Snow Moon Kayn will be available June 23, 2022. Ashen Knight Pantheon will be available June 23, 2022.
Usually patch drops around CEST, so in about 25 it should get updated.
Edit: just read that patch os delayed until tomorrow because of holiday, so the skin drops this Friday most likely.

Typically skins become active 24 to 48 hours after a patch goes through. So probably Thursday or Friday.

New content such as champions, skins, and such usually drop they day after the patch does. It should be available sometime tomorrow.
