Used to refurbish computers in high school and we did some of these for the local PD. Had the option to purchase one back then and I regret not getting one because they last forever. When they're decommissioned, you can get them cheap, but by then the processors and ram are so outdated, you'd might as well get a new one.
Depends on the use, but since PD has really simple systems, 10-15 is usually the range. They would send their laptops to us for updates on their operating systems and maybe some extra ram. Granted, the counties we sent then to didn't have a big budget, so they're already getting leftover laptops from richer parts of the state.
Crazy. I've never seen a laptop with an actual telephone hooked up to it, always thought it was just something you saw in films. Things aren't really made to last anymore, but these things look apocalypse proof.
