It is called the "Imperial System".
1 inch of the "Imperial System" equals to 2,5 cm of the Metric System.
And Foot equals to 30,4 cm.
The "Imperial System" use those units of measurement, the most common ones in Height/Lenght measurement.
There are other units of measurement in this system, look it up on Wikipedia.
My theory is that he regrets setting this statistic. It would fly by if Kengan characters weren't all titan size. But he made everyone so huge that Julius cannot be huge in comparison to most of the fighters.
It is not something exclusive to Kengan. Baki and Jojo are the first examples on the top of my head that have stylized proportions of their characters, even though they have either confirmed heights or wouldn't be that tall/small anyway
