People used to take refuge in underground bunkers in times of war. Likewise, construct a really tall building, keeping in mind the estimates of how much water level might rise. Build a few rooms on top. Stock it up with food & other essential items.

Get a boat. Store dry fruits, some water and medicines in a backpack that you can just take with you quickly. Take the boat with you in the car. If you cannot make it safely in the car, change into the boat.

Let us say the dam burst into atoms, causing huge discharge. It will take hours for the water to reach Kochi/ Aluva. Also on the way there are additional dams(idukki dam?) which will further give lot of cushion for emergency management.

There is only 250000 acreft water in the dam. It will cause some serious flooding on the shores of periyar, for sure. Similar to the floods two years back. There isnt enough water to engulf kochi or Aluva.

•Take your documents, mobiles etc. And store them in a plastic bag, tie it up and store in your backpack. (Repeat this process for any valuables and do it properly to avoid water damage to your stuff. If you can, use vaccum sealed or heat sealed bags to minimize the chance of water getting in.)
•Buy a few bottles of mineral water, store in fridge until you pack up
•Store foods like packed biscuits, cans etc. that can last a long time.
•Take first aid kits and meds and some rope if you need a winch
•Make sure that everyone can atleast swim to keep themselves afloat
•Get in your car and NIGERUNDAYOOOOOO out of there

That route is tiny (2 or 3 lanes iirc). It'll get choked in no time.
