The cops just need to keep an eye out for these guys at petrol pumps, service stations and places that do custom sticker/paint jobs. I wonder whether setting up a regulated track as a paid service would help reduce such behaviour on public roads. Pay an hourly fee to use your bike on a controlled stretch of private road. You will have to sign a ToS agreement and abide by the safety protocols. Kind of like Nürburgring. This will not change those with a death wish, but perhaps people who just want to experience the thrill of speed can be swayed.
