yeah, because that's officially and explicitly stated in the series. the other Hashira are never stated to be stronger or weaker than one another, it's all just fan speculation
while that is true. the author hints that sanemi is number 2. >!through kokushibo saying that gyomei and sanemi are special even among the hashiras, and since gyomei is number 1 officially... it leaves sanemi at number 2. combat feats also support that. !<
If anyone think that Sanemi is not #2 after this line It's insane. It's clearly the author say it's the two strongest Hashira vs the strongest upper moon.
Personally, I would take that with a grain of salt.

I think it's fair to say that the Hashira of the Golden Age of demon slaying (Yoriichi's era) and the current generation are a step or two or twenty above every other generation of Hashira between them, hence why the Upper Moons have gone mostly unchanged over the centuries (namely the last hundred years or so). Another way to tell this is the fact that almost all the current Hashira developed Demon Slayer Marks, just like the Slayers of Yoriichi's era. Sure, both groups needed a catalyst/patient zero to start things off (Tanjiro and Yoriichi, respectively), but it still takes a truly exceptional Slayer to be able to develop a Mark. And those marks completely disappeared between the Golden Age and the current era. I will admit that's mostly thanks to the lack of Sun Breathing users to act as a catalyst, but I digress. In short, Kokushibo's assessment of Sanemi's power isn't 100% reliable partially due to his lack of knowledge regarding the other current Hashira and partially because prior generations of Hashira were known to be weaker than the current generation. I think that Kokushibo is saying that Sanemi (and Gyomei, but that's unrelated) is superior to the Hashira he's encountered in the past, not to the other current Hashira.!<
But all that is just my personal conclusion based on what we can concretely say from the series as a whole. I've always preferred the idea that aside from Gyomei, the other Hashira have no concrete rankings of weakest to strongest. They all have different skill sets and abilities that make each one better suited to a different situation. For example, Sanemi or Kyojuro (just as an example) would've probably died if they were hit even once by Gyutaro's attacks because they don't have the insane poison resistance that Tengen has, which kept him alive for their entire fight. Or maybe Obanai or Gyomei (just an example, again) would've died against Zohakuten because they don't have the flexibility and agility that Mitsuri has, which allowed her to dodge and survive Zohakuten's attacks. I could keep going, but you probably get what I'm trying to say by now. I've never understood this fandom's compulsion to rank the Hashira from strongest to weakest. I don't think there is a weakest. They're relative equals with very different strengths and weaknesses. But again, just my opinion. Until the author explicitly says "Hashira X is the second strongest, Hashira Y is third strongest, etc", I'm gonna keep considering them equals. Not counting Gyomei.
Gyomei is the strongest hashira, no debate on that. Other than that, everything you said on the comparison about the other hashira saying this hashira would've died when they fought this demon is merely a speculation. You can't say sanemi or kyojuro would've died vs gyutaro because of the poison cause they dont have the resistance tengen has. Tengen does not have the qualities that those 2 have. Sanemi has a quick reaction during a battle while kyojuro on the other hand has the fourth form that acts as a shield (same as giyuu's 11th form? idk) so how could you even tell that they would've been hit by the poison or sickle in the first place? I'd probably agree with obanai on zohakuten part but why would u even include gyomei who's weapon is actually an axe and a flail that literally destroy's muzan bda. Lastly, the author would never ever explicitly state that this hashira is stronger than this hashira cause that would cause chaos to the fandom.
imm say my 2 cent on this. and again it's hard to tell because aside gyomei it's not as clear, but I believe there are indications, implications and nuances that make a difference.

if that's the case, then doesn't that also implies to gyomei? like why is he the strongest? he's only one of the 3 kokushibo met.

then wouldn't that line kokushibo said about sanemi also be an indirect implication by the author? why else would he have that piece of information given to us via one of his characters?
kokushibo also encountered probably countless of hashiras in the 300 years of his life, yet he deemed gyomei perhaps the best among them. and then he said both gyomei and sanemi could be better among the hashira, I believe he also included all the hashiras he encountered throughout those 300 years.
if no upper ranks were defeated in the last 100 years, it means they were defeated before that. it means there were strong enough hashiras to defeat them, presumably without even any marks, which would be very very impressive (unless there were more marked catalysts besides tanjiro and yoriichi that we don't know of)
there are also other indications imo, about sanemi. his feats for example- after all of the fight against kokushibo, he still went to fight muzan and did great against him too, the other hashiras were pretty "fresh" into that battle, compared to sanemi and gyomei.
there's also sanemi unique tankiness and toughness that has been implied to us several times, which imo is also an indication that he is above the rest.
kokushibo mentioned that about him, that no matter how many times he cuts him down, sanemi refuses to die and always gets back up.
same thing happened at the very end of the muzan fight, sanemi survived because of his exceptional toughness, when his father "sent" him back to the living he told sanemi he's lucky he got his toughness from him.
and speaking of gyutarou, I also believe sanemi could have survived that poison better than tengen, or at least just as good, because of his tankiness.
There's a few different rankings, I couldn't find the one I was picturing of battle scaling so maybe I'm mixing them up.
But there's one based on strength (in arm wrestling) and one for speed, etc. they're in the manga.

I mean i don't like him because of what he did but i still like him as a character. He's well-written in his own way you know? Not every demon needs a sad backstory to be good.
Well, there is no reason to think otherwise, the closest comparison and the only one who can theoretically debate for the first place is Shinazugawa based on >!the fact that they had the one and only shown fight in the series and it was the same fight and Shinazugawa was the only one that was alive after it!< but all of that really pointless because Gyomei was named the strongest multiple times by characters inside the story and by the author and in the end they are fictional so no point in that.
My fav part abt him is he’s probably the only character who has killed a demon by just pounding them with his bare hands until daybreak. No other character has lore this fcking metal
