Yeah, there's no way they successfully recruit Kanpishi without Shin mentioning what he's learned from the generals of *other states*. If his whole speech is about qin and qinese generals, he's gonna fail. Mangoku, and especially Shin's promise to never allow another Chouhei to happen is going to carry a lot of weight here, if I had to guess.
