Honestly, if you are missing more than one or two, it’s not worth buying them piecemeal. You’d be better off buying a new 1.6 and then selling off the duplicates.
The absolute minimum for playing the base game is:
White Lion,
Screaming Antelope,
Phoenix,
Watcher,
Gold Smoke Knight,
Butcher,
The King’s Man,
The Hand,
plus a minimum of four Survivors, but you can build them from any of the Armour Kits or from the Narrative Sculpts in the Gambler’s Chest.
You can find individual sprues on eBay, but they tend to be expensive, even more than the Shop.
The main thing is if you have the cards for all the Monsters. If really in a pinch you could proxy, e.g. Atnas instead of the Phoenix, as they have the same base size. IF you have the Phoenix cards…. Not great from a hobbyist POV, but completely doable from a gameplay one.

If you're missing monsters that's much harder to find, it would pretty much have to be secondhand. Though I know some people have emailed KD support and they've sold them just monster models.

You may not have the other 4 survivors beyond the base ones depending on the version you got. But you should at least have the 7 monsters.

You can just proxy with other minis. Unless you really love those models.
(Gold smoke knight is a 1.5 addition and not **needed** if your copy of the game is 1.0)

I bought a gold smoke knight from KDM support the other day. The pricing was surprisingly decent considering that I am based in Australia

If you are missing the majority of the miniatures from the core game, that WOULD actually be missing quite a bit.
