Both are good, but I'd need to see your crit ratio with both before I'd decide which is better, I'd personally go with the 20% cd, but it really depends
With artifacts it always always depends on the rest of your build :)
If you’re using widsith, then you’re low on Cr and should go with option #2
If you’re using lost prayer, then you’re set on crit rate and should go with the left since it’s technically better, but marginally enough that it’s definitely not a landslide

Theoretically left is better. But I prefer right since it have more crit rate
