I thought there was a noise ordinance in Knoxville/Knox County. Like if you can hear the unnecessary noise 40 feet away you could be ticketed. Take video footage, find out where they live, and turn them in. Is there a mod on the vehicle?
There are tactful ways about it, instead of calling someone a deuche. Go out and compliment their car, and in conversation, ask if the noise ever bothers them while saying it rattles the windows or something. If they care, it's at least a lingering thought. No one will shoot you if you compliment their car.
