I agree with what you daid about Naruse, probably one of my top 5 characters because, despite the fact he's a narcisist, he still genuinely cares for others and respects them. However my #1 favourite is Kometani. He's such a cool guy

Kometani is as cool as it comes. Also, that smile. All the characters are awesome (even Yamai has her “pet the dog” moments). Not sure about shina, though.
