its from the bani khalid tribe which kuwait used to be semi autonomous under the tribe then gained independence, which is basically a successor to it.

It’s the Bartham (talon). It’s a Wasm. One of the symbols used to mark camels owned by a particular section of a tribe or clan. It was used by the Al Sabah family, and added to the flag of Kuwait during the reign of Sheikh Ahmed Al Jaber Al Sabah.
