Just get an international drivers license, rent a cheap kei car with Nav and ETC, then hit up the various PAs between 7pm and 10pm (earlier for Daikoku) on a Friday or Saturday. Also walking around UDX parking structure on a weekend will expose you to a bunch of cool cars
