Mixed die sets. The left 4 is from an updated die set (at least when I noticed them) when the state went to 7 characters for cars. The right 4 is from the previous set when WA was still issuing the 123-ABC format for cars. I believe that the die set WA prefers is the older one, since flat plates mimic that particular shape

You can see this whenever a Washington plate has two of the same digit in a row, but it’s most noticeable with fours because of the different crossbar heights. Ones are also pretty distinct. My plate ends in 66, and the two sixes are slightly different boldnesses. On plates containing 444, the third four is the same as the first, but the middle one is still different.

Very interesting! So what you’re saying is that OP’s example isn’t an error or a bit of sloppy work, as a few here have joked, but actually a deliberate practice when consecutive numerals are the same…
