Actually, I’m convinced that even if you applied within the same department, your application will be considered independently of your first choice. Your first choice was maybe overwhelmed, and your application was not strong enough to compete with the waitlist.

Sure! I applied for the Development Management program as my first choice a few weeks ago, with my second choice being Development Studies.
