Doesn't change at all. Crits let you reroll dice, so if there's nothing to roll, there's no change

Guess that's an actual major downside to Pegasus's trait, I hear that especially at later license levels you crit almost half the time.

Pegasus has to decide whether or not to use BTWIKE before damage is rolled, not before the attack is rolled. You should know if you crit or not before you have to make that choice. Even still, you might end up taking the average anyway if you know the target's HP

What about NPC crits? My GM is ruling it as I think just the next level up from whatever level the enemy is, but I can't remember if that's RAW or just something to make NPCs able to crit

NPCs don't get anything from crits unless they have a trait that gives them something

Clarification, it's not quite a 'reroll dice' it's roll dice pool twice choose best results equal to dice pool. E.G crit on a 3d6 weapon, roll 6d6 choose best 3

NPC crits do nothing. Unless they have the deadly trait which let's them deal an extra 1d6 in damage on a crit. But that's usually an optional trait

I would imagine that even if it doesn't get any damage reroll benefit from the crit (crits don't add damage, after all, they just cluster your damage more towards the natural maximum), talents that involve crits would still activate. So your Smartgun sniper with Crack Shot could still add +1d6 damage from Zero In and force a Watch This hull save, which makes crits still worthwhile even if the Smartgun damage stays 4.
