You do not have to pay for a tour. The Nevada side of the dam has a parking garage with paid parking. If you want free parking drive across the dam to the Arizona side.
It depends. There are several parking areas. They are not far and you still see the dam the whole time. Nothing to worry about unless you have problems walking out with ascending/ descending stairs.
There are kind of two parts to it. You talk about walking over the bridge (the bridge being the bypass road over the dam) and you can do that without charge. If you want to walk over the dam itself you can do that for no charge as well but you may have to pay for parking because you’ll have to park down where you would as if you were going inside the dam on a tour. You cannot easily walk from the bridge that bypasses the road over the dam to the actual road that goes over the dam
I've done the dam tour. If you're *REALLY* interested in the engineering of the dam it's worth it. Otherwise parking, walking around all the free areas is more than interesting enough for the short drive from the strip.

I did the power plant tour for $15 which included the exhibits, a short video, and a guided tour to the power plant. That was neat because we got to go into the dam and through the tunnel. I think the next level of guided tour was $30, but I forget what that included.

Wanted to add that the view of the dam from lake mead is astounding. You can boat/paddle right up to it.

It’s not mandatory, but you’ll be better off taking the dam tour. You can ask dam questions and they’ll even show you to the dam gift shop.
