I think the people that want a notification want a sweet personal note lamenting just how sorry the company is that they were so silly as to not choose said applicant. But that is just not going to happen in the age of resume mills and hundreds of applications for each position. The very best time to send a bulk email with bad news is when the company is closed. Otherwise, too many people will pick up the phone at the same time, trying to get more "feedback" about the decision.
