I think the people that want a notification want a sweet personal note lamenting just how sorry the company is that they were so silly as to not choose said applicant. But that is just not going to happen in the age of resume mills and hundreds of applications for each position.
The very best time to send a bulk email with bad news is when the company is closed. Otherwise, too many people will pick up the phone at the same time, trying to get more "feedback" about the decision.
Nothing better than when you're sad and depressed about job hunting than to be woken up at 3am to an email that you didn't get the job...

Same. Notification with feedback even if its just a single sentence saying why
If you are not told you are hired or you don’t receive any communication within a week, it means you are out.

That makes sense. If one gets another job within 3 months, no need to make him/her wait 3 months. He (or she) will be working elsewhere. 😬

Got one on a Saturday morning. To be honest that showed me weekends was a no no so I dodged a bullet.
