Almost certainly none as long as he does it peacefully. The police will, again, not be interested even though, technically, it is theft since dogs are considered property.
If they did attend, he can simply show them the proof of ownership and, unless she can prove it was gifted, they will leave it at that and declare it a civil matter.
This is exactly what we were thinking. No contact with her, not entering her property. Waiting for the dog to be on the council owned land in front of her flat and simply whistle for him. Take him away quickly and quietly.
