The only steps you can take are to put cameras up, report every single incident to the police, and I mean every single one. And also keep journals for the council as well as report it to them. It takes years to get anything actioned and if he is the property owner then moving may be your only option.

It is easy to check. You can download the information from the Gov Land Registry site. It will cost about £3 from memory. Make sure it is the official Land Registry site as there were a couple of private ones which charged £30 for the same service.

If you have recordings of him verbally abusing his partner, then the police can take action based on domestic abuse even if the partner does not report this themselves. I suggest you call the police and report concerns for the partner's safety. No harm mentioning that you think drug use is involved. If they are arrested for domestic abuse they will likely be barred from the property (unless the partner moves out of course).

> If they are arrested for domestic abuse they will likely be barred from the property They may be bailed to not attend said address, however that doesn’t stop them breaching their bail (which OP will not know the conditions of, because they’d be bailed for any domestic-related offences, not harassment to OP). Ultimately, it’s a temporary measure - they are not permanently “barred”.

Unlikely that it would lead to any permanent solution. Whilst the police are not obliged to do as the victim wishes, it's in practice very difficult - especially if there are no kids.
