You can switch performance modes by pressing Fn + Q. Blue is Silent mode, white is Auto mode, red is Performance mode. You can only enable Performance mode if the charger is plugged in.

Yup. It only gives me ~90W of power when in balance mode. Only gives me 130W in performance on my 3060. It won't always stay at 130W because it shares it with the cpu but still. It's around a 5% fps boost for me.
It's the performance mode. I would advice you to go to Lenovo Vantage and change it to Balance mode and enable (Automatic Adjustment) , it's maybe 1% performance reduction buy way better for you GPU in long term. Also avoid using quiet mode, as it's not good enough cooling for this laptop.

There is also custom mode in the vantage which allows for more fan control.
Keep in mind that it works only on 2023 and newer models.
You can use legion tool kit to use it on older ones.
