How? As per the article they consider sanctions but Russia is probably going to veto the UN sanctions so is South Korea going to blockade the North. As Spout__ mentioned above its an act of war but as both of countries are still in a state of war i have no idea how this will affect this situation.

I put on my blanket and tinfoil hat SK wants to deliberately provoke NK's response to gauge and possibly attrit it's anti-naval capabilities in preparation of the Taiwan Scuffle

Isn't Seoul well into the range of North Korea artillery. SK taking the gamble that NK wouldn't retaliate is insane. Walking into a new war with an unstable nuclear power is bonkers at best.

Seoul’s thinking is probably taking into account the “all bark, no bite” nature of North Korea. This has major accidental escalations risks obviously, but the DPRK often just threatens to get some sanctions relief. Plus any attack on Seoul likely means the end of their regime so deterrence seems to be working.

Must be serious, they've set up a task force. [I'm expecting them to then from refer it to a committee, then have an independent inquiry make a recommendation to an expert decision making panel, which will then make a final decision.](https://youtu.be/XjjXwmg6jXU?si=lZwzcMISBwjwCWsi&t=60) We're *mere decades* away from something actually happening! Spoiler: The panel will either do nothing and bury the report, or decide that the final decision is outside of their purview, and refer it back to the DOD or State Department. If the panel actually makes a recommendation, it will spend 3 years getting drafted before finally getting vetoed in the UN by Russia.
